External Affairs Minister S Jaishankar highlighted the strained relations between India and China, stating, "Our relations with China are not doing very well." Speaking to the press in Tokyo, Jaishankar cited the 2020 border incident when China deployed large forces to border areas during the COVID-19 pandemic, violating existing agreements and creating tensions that led to clashes and casualties on both sides.

At the 2020 Galwan clash, both Indian and Chinese troops engaged in a deadly confrontation that has yet to be fully resolved. Jaishankar emphasised that the ongoing consequences have prevented a normalization of relations. He asserted, "The relationship right now with China is not good, not normal." As neighbours, India hopes for future cooperation provided China respects the Line of Control (LOC) and past agreements.

On the same day, India, Australia, Japan, and the US declared plans to launch a "Quad maritime legal dialogue," focusing on upholding maritime order in the Indo-Pacific. A joint statement from Quad Foreign Ministers affirmed their commitment to supporting regional stability and prosperity through cooperation on maritime security, cybersecurity, climate change, and more. They committed to resolving maritime disputes peacefully under international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS).
