Public Works and Infrastructure Minister Dean Macpherson has announced plans to commission an independent report on the controversial purchase and renovation of the former Telkom headquarters building. The building, acquired in 2016 for R695 million and renovated at an additional R250 million, has remained largely unused and fallen into disrepair.

During an oversight visit to the building with City of Tshwane Mayor Cilliers Brink, Macpherson expressed frustration over the state of the property, which has been subjected to vandalism and occupation by criminal elements. "It is disheartening that so much public funding has been spent to purchase and renovate the building, only for it to be left vacant and deteriorating," Macpherson said.

The forthcoming investigation will focus on several key issues:

The necessity and rationale behind the acquisition of the Telkom Tower complex by the Department of Public Works and Infrastructure.

The procurement process for contracts related to the purchase and renovation, and whether the contractors were appropriately qualified.

Whether purchasing the complex was the best option for the South African Police Service.

Accountability for officials involved in the transaction and renovation.

Potential recovery of funds paid to contractors for substandard or incomplete work.

Recommendations for addressing the current state of the building.

Measures to prevent similar issues in the future.

Macpherson emphasized the need for swift action to ensure that public investments are protected and utilized effectively. "We cannot continue to spend millions on repairs and deal with the fallout from poor planning and execution," he said.

The Minister also called for closer collaboration with local authorities like the City of Tshwane to ensure that public properties are used effectively and do not become a burden on municipalities. "By working together, we can reclaim these buildings, stimulate infrastructure investment, and drive national development," he added.
