The RSF, which has gained control over most of the western Darfur region and parts of the Kordofan region during a nearly two-year conflict, faces strong opposition. The Sudanese army is actively resisting the RSF's advances and condemns this move towards forming a parallel governing body.
As the RSF seeks to bolster its authority through this controversial charter, the political landscape in Sudan remains tense.
