On August 9, 2024, India's External Affairs Minister, Dr. S. Jaishankar, and Maldives' Foreign Minister, Mr. Moosa Zameer, renewed a significant Memorandum of Understanding (MoU) to enhance the capacity of 1,000 Maldivian civil servants from 2024 to 2029. This agreement underscores the ongoing development partnership between the two nations and was formalized in Malé, Maldives.

Guided by India’s Ministry of External Affairs, the National Centre for Good Governance (NCGG) has been instrumental in conducting capacity building programs for civil servants across various countries, including Bangladesh, Tanzania, Gambia, Maldives, Sri Lanka, Cambodia, as well as multi-country initiatives for Latin American and FIPIC/IOR nations.

Originally, an MoU was signed on June 8, 2019, between the NCGG and the Maldives Civil Service Commission to train 1,000 Maldivian civil servants. By 2024, the NCGG successfully met this target, delivering 32 capacity-building programs that included training for Permanent Secretaries, Secretary Generals, and other high-level officials. Notably, specialized programs were also conducted for the Anti-Corruption Commission (ACC) and the Information Commission Office of Maldives (ICOM).

The Maldives’ Ministry of Foreign Affairs, recognizing the value and success of this collaboration, requested the renewal of the MoU for another five years. The renewed agreement, signed on August 9, 2024, will extend the training initiative to another 1,000 Maldivian civil servants by 2029. This ongoing partnership aims to further enhance the skills of Maldivian officials in public policy, governance, and field administration, thereby deepening the ties between India and the Maldives.

The NCGG remains dedicated to promoting knowledge exchange and collaboration on public policy and governance. Its mid-career capacity building programs focus on citizen-centric governance, improving service delivery, and fostering innovations in governance. These initiatives also highlight India's best practices in Digital Empowerment of Citizens and the Digital Transformation of Institutions.
