President Joe Biden has introduced the Ukraine Compact, a significant initiative developed under the Joint Declaration of Support for Ukraine of 2023. This announcement was made at the Walter E Washington Convention Center, where Biden addressed 32 allies, including representatives from 20 countries and the European Union. The Compact aims to address Ukraine's immediate defense needs while establishing a comprehensive framework for long-term security and stability in the region.

Biden emphasized that Ukraine's security is vital not only to the Euro-Atlantic region but to global peace. He condemned Russia's invasion of Ukraine as a severe violation of international law and underscored the commitment to a free, independent, and democratic Ukraine. This unified stance is critical in deterring future aggression and maintaining international security standards as outlined by the UN Charter.

As part of the Ukraine Compact, Biden highlighted plans to provide Ukraine with modern military equipment and financial aid, strengthening its defense capabilities. He also touched on the ongoing support for Ukraine's democratic reforms, human rights, and media freedoms. Looking ahead, Biden mentioned that he would review and approve strategic development plans by the Capability Coalitions through 2027, aimed at bolstering Ukraine's defense into the 2030s. In the event of further Russian aggression, the Compact includes provisions for swift, sustained security assistance to Ukraine and economic sanctions on Russia.
