Adding to the chaos, Congress legislators staged a walk-out, demanding an increase in reservation quotas for SC, ST, and OBC communities in technical and medical education. The Speaker's inaction on the matter further fueled their frustration.

Meanwhile, Parliamentary Affairs Minister Mukesh Mahaling claimed that the BJD's motion was non-specific, a stance echoed by the Speaker. Post-walkout, Congress members, led by Rama Chandra Kadam, sought Governor Raghubar Das' intervention with a memorandum at Raj Bhavan.
