The Russian parliament on Wednesday provided initial approval to a piece of legislation banning nationals from countries allowing gender reassignment from adopting Russian children. The rationale behind the move is to uphold 'traditional values.' This development follows last year's introduction of a ban on legal or medical gender changes within Russia, reflecting a broader crackdown on LGBT rights.
The proposed adoption law, already conceptually approved by the government, received backing from the State Duma, the lower house of parliament, in its first of three readings. Lawmakers argue that the measure aims to protect adopted Russian children from what they deem potentially hazardous conditions in NATO countries supportive of Ukraine against Russia.
'This decision is aimed at protecting childhood and traditional values,' said Vyacheslav Volodin, chairman of the Duma and a staunch ally of President Vladimir Putin, after the vote. 'It is necessary to protect our children from the dangers they may face when adopted or fostered by citizens of foreign countries where gender reassignment is allowed.'
