The India Development Foundation (IDF) has unveiled a new report proposing a statistical framework to aid policymakers in distinguishing games of skill from games of chance. The study outlines a comprehensive framework using seven statistical tests to determine the predominance of skill in any online game.

The report, launched at the Indian Gaming Convention 2024, highlights the importance of safeguarding legal online gaming while curbing illegal gambling platforms. Professor Shubhashis Gangopadhyay, Research Director at IDF, emphasized the significance of distinguishing between games of skill and chance for the protection of both gamers and the industry.

The tests rely on a 'black-box' approach, enabling a game-agnostic framework that objectively evaluates player skills without altering game rules. These findings aim to align online gaming policies with legal standards and promote skill-based gaming as a legitimate commercial activity.
