Debate over Deployment of Civil Defence Volunteers as Bus Marshals Heats Up in Delhi

The Aam Aadmi Party (AAP) has declared that only the lieutenant governor holds the authority to establish a policy for the permanent reinstatement of bus marshals, citing concerns over services and law and order. This statement comes after Lieutenant Governor VK Saxena greenlit a four-month redeployment of Civil Defence Volunteers (CDVs) from November 2024 to February 2025, aimed at addressing the capital's persistent air pollution issue.
In addition to his approval, Saxena has urged the Delhi government to develop a comprehensive scheme for bus marshals. Such a scheme should ensure the creation of official positions and secure necessary budgetary allocations, providing a long-term solution. The AAP noted this responsibility falls under the purview of the LG, as it pertains to both services and law enforcement matters.
The debate over the deployment of CDVs, particularly in public transport roles intended for disaster management, has been ongoing. Previous suggestions included utilizing these volunteers in existing home guard positions, emphasizing the importance of aligning their skills with appropriate duties. The AAP government remains committed to budgeting for these roles, despite prior objections from the Directorate of Civil Defence.
