The Special Investigating Unit (SIU) is set to probe several government entities following allegations of maladministration, with President Cyril Ramaphosa signing proclamations to authorize the corruption-busting unit to investigate claims of misconduct at various institutions. Among the targets of the investigation are the South African Special Risk Insurance Association (SASRIA), the Vaal University of Technology (VUT), and the Gauteng Department of Health.
SASRIA's Role in 2021 Unrest Claims Under Scrutiny
The SIU will investigate SASRIA, which handles insurance claims related to civil unrest, in relation to the July 2021 riots. The investigation will focus on whether the payment claims for damages from the unrest were processed in compliance with legislation, National Treasury guidelines, and internal policies. The probe will also examine potential misconduct or fraud involving SASRIA employees, officials, or any external parties benefiting corruptly from the claims process.
“The investigation will assess whether the claims made were properly verified, authorized, and assessed and whether any losses or damages to SASRIA or the State were due to maladministration or unlawful conduct,” explained SIU spokesperson Kaizer Kganyago.
VUT Procurement Contracts Under Investigation
The SIU’s probe at the Vaal University of Technology will look into two contracts awarded in 2018. One pertains to the refurbishment of student residences, and the other concerns campus security services. The SIU will determine whether these contracts adhered to legal and financial standards, including National Treasury guidelines and policies. The investigation will also explore if there was any improper or wasteful expenditure in the procurement processes or if the contracts resulted in irregularities.
Gauteng Health Department Contracts Investigated for Irregularities
In the Gauteng Department of Health, the SIU will focus on two specific contracts: one for the supply of plastic containers and other medical items, and the second for orthopaedic implants and fracture treatment equipment. The investigation will examine whether these contracts followed the proper procurement processes and whether any manipulation occurred within the supply chain, potentially benefiting certain individuals or organizations unfairly. The SIU will assess whether there was any irregular, unauthorised, or wasteful expenditure that violated applicable regulations or policies.
Strengthening Accountability and Transparency
The investigations form part of the SIU’s broader mandate to root out corruption and improve public sector governance. By focusing on critical areas such as procurement, insurance claims, and supply chain management, the SIU aims to ensure that government funds are used appropriately and that those responsible for any irregularities or fraud are held accountable.
In his statement, Kganyago emphasized that the SIU’s efforts aim to uncover any misconduct by individuals or organizations involved in these procurement processes and to identify any damages or losses suffered by the state as a result. These investigations come as part of ongoing efforts to strengthen transparency and accountability across South Africa’s public sector.
