Efforts for peace in Manipur have been subverted by these forces, according to Akoijam, despite an agreement reached by two communities in Jiribam. He underscored India's historical, political, moral, and legal responsibility to defend Manipur, citing the instrument of accession signed in 1947.

Akoijam appealed for the application of Article 19 in Manipur, ensuring freedom of movement and expression, and called for the protection of properties belonging to displaced people. He stressed the urgency of immediate government action to safeguard these rights and maintain peace in the state.
