Bob Fu, founder of ChinaAid, stated that Beijing aims to intimidate dissidents into submission. Lu's wife, Zhang Chunxiao, revealed that authorities have increased surveillance on Lu since his release, restricting his movements within Chengdu.
The constant monitoring includes a round-the-clock team tracking his every move, VOA noted. Despite his credentials and legitimate travel documents, Lu was detained abroad last year.
