Telecom Operators Urge Equal Regulation for Internet Calling and Messaging Apps

Telecom operators demand that internet calling and messaging apps such as WhatsApp, Google Meet, and Telegram be subjected to the same regulations as traditional service providers, according to the industry body COAI. The Cellular Operators Association of India (COAI), which counts Reliance Jio, Bharti Airtel, and Vodafone Idea among its members, emphasized on Monday that it is misleading to exclude OTT communication apps from the Telecommunications Act 2023.
COAI Director General SP Kochhar stated, 'Security of the Country' is of utmost importance, and all communication service providers, including OTT-based services, should adhere to national directives as mandated for Telecom Service Providers. Kochhar highlighted that significant investments have been made by telecom operators in infrastructure for lawful interception and monitoring, which application-based services currently circumvent, posing serious security threats.
Kochhar further remarked that while some argue OTT services fall under various other regulations like the IT Act 2000 and DPDP Act 2023, these claims are misleading. He reiterated that such services must come under the regulatory oversight specific to communication services under the Telecom Act 2023, just as telecom operators are. The COAI insists that a level playing field is essential, requiring the same rules for both telecom operators and OTT communication services.
