A communication from the ICC informed the PCB that the Board of Control for Cricket in India (BCCI) would not be sending its team, but there was no mention of a hybrid model to address this situation. The hybrid model was used successfully during last year's Asia Cup, where India's matches took place in Sri Lanka.
Speculation swirls that Dubai might host India's matches in the tournament slated for February next year.
