In a message to North Korean leader Kim Jong Un, Putin expressed sympathy and offered immediate disaster relief, according to North Korea's Korean Central News Agency (KCNA). Russia's Tass news agency confirmed the gesture, quoting Putin: "You can always count on our assistance and support."
The relationship between North Korea and Russia has been notably improving, driven by military and economic collaborations. Both countries signed a significant military pact in June, the biggest defense agreement since the Cold War. Kim gratefully acknowledged Putin's offer but indicated that North Korea has its own plans for flood recovery and may seek Russian aid in the future if needed.
