Karnataka Takes Steps Towards Internal SC Reservation, Forms Commission

Karnataka Chief Minister Siddaramaiah disclosed plans on Tuesday to establish a one-man commission to gather empirical data needed for internal reservations within Scheduled Castes (SC). The cabinet has agreed in principle to this step, opting for a retired High Court judge to lead the commission, tasked with delivering its report within three months.
The move addresses concerns expressed by some SC groups claiming an absence of empirical data. These groups, particularly those identified as 'SC Left', argue that influential sub-castes unfairly dominate reservation benefits. The previous BJP-led government proposed internal quota recommendations just before assembly elections.
This initiative follows a notable Supreme Court ruling, granting states constitutional power to make sub-classifications within SCs for reservation purposes. The Chief Minister confirmed that recruitment notifications will be withheld until the commission's findings are available. This decision reverses the 2004 Supreme Court verdict which had held that SCs are a homogenous class, disallowing sub-classifications.
