The foreign ministries of both countries stated they are cooperating to reduce risks along the Red River in northern Vietnam, which is currently causing flooding in the capital, Hanoi. However, authorities in Ha Giang City warned that water discharged from a Chinese dam could exacerbate levels in the Lo River, a tributary of the Red River.
Chinese Foreign Ministry spokesperson Mao Ning confirmed ongoing communication and cooperation with Vietnam on flood control, without elaborating on measures concerning the Lo River. Vietnam's deputy agriculture minister Nguyen Hoang Hiep acknowledged the discharge but assured that its impact would be minimal.
