The Motor Vehicles Department (MVD) of Kerala has announced a significant shift in its operations by discontinuing the issuance of printed Driving Licenses (DLs) and Registration Certificates (RCs), opting instead for fully digital versions. The move aims to modernize services and streamline processes both for applicants and the department.

The transition has been partly motivated by delays in the printing process, attributed to Rs 15 crore dues owed to Indian Telephone Industries (ITI) Limited, the agency responsible for the physical cards. However, MVD officials emphasize that the primary rationale is to enhance service efficiency, reduce costs, and increase convenience for users. "The delay in printing due to pending dues is one factor, but our main goal is to make the process more efficient and user-friendly," an MVD official stated.

The rollout of digital DL and RC services will happen in two phases: first ceasing the printing of DLs, followed by stopping the issuance of RC cards. Key advantages of the digital transition include faster issuance, as applicants can download their DLs the same day they pass their driving test, and more efficient verification through DigiLocker, where officers can instantly scan QR codes to verify licenses. Additionally, digital copies eliminate the risk of loss or damage, offer optional physical prints, and promise cost savings and sustainability.
