In a landmark development, the Department of Biotechnology (DBT), Ministry of Science & Technology, Government of India, and the Government of Assam have signed a Memorandum of Understanding (MoU) under the ambitious BioE3 (Biotechnology for Economy, Environment, and Employment) Policy. This partnership marks the first Centre-State collaboration under the BioE3 framework, setting a precedent for other states to follow in establishing robust biotechnology ecosystems.
The MoU was signed following extensive consultations, high-level meetings, and strategic discussions between DBT and the Government of Assam. A pivotal moment in this collaboration was the Centre-State Partnership Conclave held last month, chaired by Hon’ble Union Minister of Science & Technology, Dr. Jitendra Singh Ji, where states were encouraged to actively engage with DBT and set up dedicated State BioE3 Cells to streamline biomanufacturing initiatives.
BioE3 Policy: A Vision for India’s Bioeconomy
Approved by the Union Cabinet on August 24, 2024, the BioE3 Policy envisions India as a global leader in bio-based innovations, focusing on sustainable biomanufacturing in key thematic areas. These include bio-based chemicals, active pharmaceutical ingredients (APIs), biopolymers, enzymes, climate-resilient agriculture, functional foods, smart proteins, carbon capture & utilization, and advanced biotherapeutics such as cell & gene therapy, mRNA therapeutics, and monoclonal antibodies. The policy also aims to support futuristic research in marine and space biotechnology.
To drive these initiatives forward, the policy emphasizes the establishment of BioEnabler platforms, including Biofoundries, Biomanufacturing hubs, and BioAI-powered research centers, fostering technological advancements that align with India’s economic and environmental sustainability goals.
Strategic Collaboration for Biomanufacturing in Assam
The MoU between DBT and the Government of Assam formalizes a strategic partnership in which DBT will provide policy guidance, research facilitation, and industry linkages, while Assam will take the lead in executing initiatives through the establishment of a dedicated State BioE3 Cell and an actionable Assam BioE3 Plan. This initiative aims to leverage Assam’s rich biodiversity and agricultural potential to develop a sustainable biomanufacturing ecosystem, attracting investments, fostering startups, and creating high-value employment opportunities.

He noted that the Assam Cabinet has already approved the Assam BioE3 Action Plan and established a dedicated State-level BioE3 Cell. Additionally, extensive stakeholder discussions have been conducted to fine-tune the action plan, ensuring alignment with Assam’s long-term development strategy.
Speaking at the event, Dr. Rajesh S. Gokhale, Secretary, DBT, underscored the importance of Centre-State collaborations in realizing the BioE3 Policy’s objectives.
