Preparations for the potential large-scale attack included preemptive power blackouts and statewide shelter advisories. The air force attributed the alert to Russia's launch of cruise missiles from their Tu-95MS strategic bombers. Citizens across Ukraine sought refuge as a precaution.
However, by 0630 GMT, the missiles had not materialized. Some military reports suggested that the Russian bombers were simulating missile launches. While air raid alerts persisted in Ukraine, memories of a recent massive attack by Russia in August continued to resonate throughout the region.
