Climate Change Minister Simon Watts has announced the appointment of Stuart Horne as New Zealand’s new Climate Change Ambassador. Horne brings a wealth of experience in foreign policy, trade, and economics to this critical role, which will strengthen New Zealand’s global leadership on climate change.

Horne’s deep understanding of New Zealand’s transition to a net-zero economy is expected to be a significant asset in fostering international cooperation and meeting climate goals.

Key Diplomatic Experience

Horne currently serves as Divisional Manager of the Ministry of Foreign Affairs and Trade’s Economic Division. His career as a senior diplomat includes leadership of the Ministry’s Middle East and African Division and a key role as New Zealand’s Special Coordinator for the 2014 Small Island Developing States Conference. He has also undertaken overseas postings in Samoa and Brussels.

Horne’s background in international economic and trade issues aligns well with his new responsibilities, where he will work to advance New Zealand’s climate goals while supporting economic and trade interests. Minister Watts highlighted that Horne’s appointment will contribute significantly to strengthening relationships with key global partners at a time when climate change is a major priority.

Educational and Professional Qualifications

Stuart Horne holds a Bachelor of Arts and Bachelor of Laws (Hons) from the University of Otago, further demonstrating his strong academic and professional credentials. His combination of legal, economic, and diplomatic expertise positions him well to navigate the complexities of international climate negotiations and policy frameworks.

Taking Up the Role Immediately

Horne replaces outgoing Climate Change Ambassador Kay Harrison and will begin his new, Wellington-based position immediately. His leadership will be crucial as New Zealand seeks to reinforce its commitments to climate action on the world stage, particularly in aligning with international agreements such as the Paris Accord and working with Pacific Island nations that are heavily impacted by climate change.
