The operation was reportedly spearheaded by BJP worker Manish Vaghasiya, who forged letterheads, signatures, and stamps of Kishor Kanpariya, president of Amreli taluka panchayat, in a bid to disseminate defamatory content about Vekariya. Vaghasiya harbored resentment against both Vekariya and Kanpariya, believing they impeded his ambition to become the BJP's Amreli taluka president.

Helping in the execution, computer operator Payal Goti aided in creating and circulating the falsified documents via social media. The scheme allegedly extended to BJP sarpanch Ashok Mangroliya and Jeetu Khatra, who distributed the deceitful PDF file despite awareness of its inauthenticity. The group faces multiple charges, including forgery and defamation, under the Bharatiya Nyaya Sanhita and Information Technology Act, following a formal complaint by Kanpariya on December 27th.
