The appointment comes shortly after China's recent military exercises near Taiwan, highlighting the ongoing tension between Taipei and Beijing over sovereignty. Taiwan operates under the name "Chinese Taipei" at APEC and typically refrains from sending its president to such forums due to China's objections.
The summit in Lima is set for November, a year after Taiwan's envoy engaged informally with U.S. President Biden at San Francisco's summit but had no interactions with Chinese President Xi. Taiwan continues to assert its position that only its citizens can determine the island's future.
