The document claims that the unelected Lieutenant Governor, appointed from New Delhi, wields excessive power and has failed to restore statehood.

The chargesheet highlights issues such as rising prices, high taxes, water shortages, and poor electricity supply, exacerbated by smart meters. Locals struggle with high unemployment rates and scarcity of government jobs, while resources are reportedly being allocated to outsiders.

The Congress also alleges pervasive corruption sanctioned by top officials, including mining, liquor, and construction contracts awarded to cronies. Whistleblowers face severe legal repercussions. Assembly polls are scheduled in three phases: September 18, 25, and October 1, with vote counting on October 8.
