The United States revealed evidence on Wednesday suggesting North Korea has dispatched 3,000 troops to Russia, potentially for deployment in Ukraine. Ukrainian military intelligence corroborated the presence of the first North Korean units in the Kursk region, a frontline area where Ukraine made significant advances in August.
Putin emphasized Moscow's sovereignty in decision-making, citing the West's double standards regarding Ukraine's security. The strategic partnership formed with North Korean leader Kim Jong Un in June includes mutual assistance terms, which Putin defended as he accused the West of escalating the conflict.
