Amid increasing tensions, South Korean lawmakers revealed that North Korea has deployed 3,000 troops to Russia, doubling previous estimates. This deployment is part of a promised package of 10,000 troops, set to be completed by December, to aid Russia's ongoing war efforts in Ukraine.

Seoul's National Intelligence Service noted the discreet movement of special forces by sea, while signs of training arose in North Korea during the autumn. Lawmaker Park Sun-won stated that the troops had been dispersed across Russia for further acclimatization.

Despite accusations from Ukraine's President Zelenskiy of North Korean involvement, both Moscow and Pyongyang deny arms transfers, although they are enhancing military cooperation. In response, South Korea considers providing lethal aid to Ukraine if military ties between Russia and North Korea deepen.
