Vice foreign minister Kim Hong-kyun delivered the protest to Ambassador Georgy Zinoviev, urging the immediate withdrawal of the troops. The move follows accusations by Ukraine that North Korea plans to send thousands of additional soldiers to support Russia's military efforts.
While the U.S. has not verified these reports, it acknowledged the potential seriousness if confirmed. South Korea insists on seeking a united international response, amid denials from both Russia and North Korea of any military personnel transfers.
