Saxena emphasized that vehicles penalized for offences like over-speeding and red-light jumping should incur higher insurance costs. In a detailed letter, he highlighted the correlation between repeat traffic violations and increased accident risks.
Saxena cited Delhi Traffic Police data showing that 60% of fatal accidents involve vehicles previously fined, primarily for speeding and red-light violations. Involving the Insurance Regulatory and Development Authority of India (IRDAI) to set up this framework is deemed essential for its implementation.
