The incident occurred on the bustling Janpath between Ram Mandir Square and Rupali Square. The video, recorded amid heightened security for Prime Minister Narendra Modi's upcoming visit, showed youths driving erratically on both the road and the footpath. The identities of the arrested individuals have not been released.
