This directive, issued under clause (1) of Article 239 of the Constitution, along with section 45D of the Act, empowers the LG to act on behalf of the President in appointing members to statutory bodies. Article 239 outlines the administration of Union territories, allowing the President to exercise control through an appointed administrator.
