The District Development Model (DDM) represents a unified effort by all three spheres of government to address service delivery challenges in South Africa, according to Minister of Cooperative Governance and Traditional Affairs, Velenkosini Hlabisa. Speaking at the District Development Model Presidential Imbizo at Tsakane Stadium in Ekurhuleni, Gauteng, Minister Hlabisa emphasized the collaborative nature of the DDM in resolving issues faced by municipalities within a district.

“The District Development Model is a system where at a district level, you work as a team. In most cases, districts are formed by a number of municipalities, and in almost all districts, municipalities face similar problems,” Hlabisa explained. He cited water scarcity and crime as major concerns in Ekurhuleni, noting that the DDM allows for a coordinated, multi-governmental response to these issues.

The Presidential Imbizo, the first under the seventh administration, provides a platform for government leaders to engage directly with residents on service delivery challenges and development plans for the district. Minister Hlabisa highlighted the significance of this face-to-face interaction, where residents can convey their concerns directly to the President, Ministers, and other government officials.

“There is nothing as important as meeting your government face-to-face,” Hlabisa said, emphasizing that the Imbizo offers a rare opportunity for citizens to receive immediate responses from officials regarding their concerns.

The DDM Presidential Imbizo aims to strengthen the connection between government and communities, ensuring that the voices of South Africans are heard and their challenges are addressed in a collaborative and effective manner.
