Significance of Opening of Parliament Address Highlighted by Speaker Thoko Didiza

SONA, delivered annually in February, reviews the government's past year performance and outlines its agenda for the coming year.

Speaker of the National Assembly Thoko Didiza emphasized the importance of the Opening of Parliament as a significant event for South Africa's democratic process. Convened by the President in accordance with section 84 of the Constitution, this event brings together the three arms of the State—the executive, legislature, and judiciary—under one roof, reaffirming their commitment to democratic principles, accountability, and cooperation.

In a media briefing on the readiness to host the 2024 Opening of Parliament Address (OPA), Didiza explained the distinction between the OPA and the State of the Nation Address (SONA) following the adoption of new joint rules in November 2023. The theme for the 2024 OPA is "My Parliament, My Voice, My Future."

“The Opening of Parliament Address (OPA) serves as a pivotal platform for the President to articulate the administration's comprehensive plans and long-term vision for the upcoming five-year term,” Didiza stated. This landmark event outlines the government's strategic objectives and policy priorities, inaugurating the new parliamentary term and symbolizing the continuity of democratic governance.

The new joint rules maintain order and decorum in the Chamber, promoting civility among Members and focusing the joint sitting solely on the business for which it is convened.

This year’s OPA coincides with the 30th Anniversary of South Africa's constitutional democracy and Nelson Mandela Day on July 18, 2024, providing an opportunity to reflect on democratic progress and the path forward. The OPA also takes place under unique political conditions following the 2024 Provincial and National Elections, which resulted in a collaborative and unity government.

Hosting the OPA represents the culmination of efforts to establish the seventh term of Parliament. This includes onboarding all 454 Members of Parliament, convening the first sittings, electing Presiding Officers, establishing committees, and debating departmental budget votes.

The 2024 OPA, scheduled for July 18 at 19:00 at Cape Town City Hall, has seen the venue officially designated as the parliamentary precinct. Esteemed guests invited include former Presidents, former Deputy Presidents, Chief Justice Zondo, Deputy Chief Justice Maya, other judges, the Executive Mayor of Cape Town, and nine Eminent Persons representing each province.

Didiza highlighted that this year’s theme underscores the personal stake each citizen has in democratic institutions and the collective future being built together.
