The Ministry of Statistics and Programme Implementation (MoSPI) is conducting a two-day Hands-on Training Workshop on the e-SAKSHI Portal for the revised fund flow procedure under the Members of Parliament Local Area Development (MPLAD) Scheme on 20 and 21 June 2024 in New Delhi. The workshop is attended by representatives from all States/UTs and district officials.

The MPLAD Scheme allocates Rs. 5 crore to each Member of Parliament (MP) to recommend development works based on local needs, with an annual outlay of approximately Rs. 4000 crore. Effective from 1 April 2023, the scheme's guidelines were revised, introducing the e-SAKSHI portal as an end-to-end solution for transparent and efficient implementation.

Previously, the entire process—from MP recommendations to work sanctioning by District Authorities and payments to Implementing Agencies—was manual. The new digital platform enables MPs to digitally recommend, view, and review projects using an OTP-based verification system, even through a mobile app. District Authorities can sanction and monitor work implementation, with payments made directly to Implementing Agencies upon uploading verified completion proofs on the portal.

Dr. Saurabh Garg, Secretary of MoSPI, highlighted the critical role of State/UT Governments in ensuring successful MPLAD Scheme implementation, emphasizing that the scheme directly impacts citizens and urging effective use of the e-SAKSHI portal for monitoring and analyzing its impact.

The workshop aims to train 150 Master Trainers from States/UTs on navigating and utilizing the e-SAKSHI Portal effectively. These Master Trainers will subsequently educate district officials and over 15,000 Implementing Agencies across 785 districts nationwide, facilitating smooth and transparent execution of the MPLAD Scheme.

The initiative underscores MoSPI's commitment to enhancing transparency, accountability, and citizen-centric governance through digital transformation in public service delivery.
