Himachal Pradesh Leads with Landmark Law Against Illegal Liquor

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu announced on Saturday that the state has pioneered the legal seizure of properties in cases involving illegal and spurious liquor. A release from the Chief Minister's Office (CMO) detailed that stringent measures will be enforced against those engaged in illegal liquor trade.

The state assembly recently amended the Himachal Pradesh Excise Act 2011 during its monsoon session to introduce a provision for seizing properties belonging to individuals, their relatives, and associates involved in unlawful activities. Himachal Pradesh becomes the first state to enact such a provision. The amendments also render the offence cognisable and non-bailable, with increased penalties and longer durations of punishment.

In addition, the amendment proposes the formation of a dedicated excise police force to expedite case handling and combat illegal activities. It includes penalties like six months of imprisonment or fines up to Rs 50,000 for illegal liquor sales involving minors. The Chief Minister highlighted a tragic incident in Mandi district where eight people died from consuming spurious liquor, stressing the state's proactive measures to prevent future occurrences and combat drug abuse with the recruitment of over 1,200 constables focusing on these issues.
