Following the tragic deaths of three aspirants in a basement flood at an Old Rajinder Nagar IAS coaching centre, Municipal Corporation of Delhi (MCD) Commissioner Ashwani Kumar met with a delegation of UPSC aspirants on Thursday. He ordered measures to prevent future misuse of basements. The incident underscored the urgent need for stringent regulations and enforcement to avert similar tragedies.

The MCD Commissioner directed an immediate survey of buildings with basements, with orders to seal any found being misused. He emphasized the necessity of separate entry and exit gates for basement areas. Kumar also mandated that all building plans be publicly accessible to detect violators, and instructed the removal of any encroachments above drains and footpaths.

The MCD announced that stormwater drains would be thoroughly cleaned, with any blockages to be cleared using super-sucker machines. Proposals for new drains, where required, would be expedited. Additionally, portable pumps and operators are to be on standby for dewatering at identified vulnerable points.

The local body also ordered a survey of open hanging wires and cables, with immediate action to be taken in coordination with North Delhi Power Limited (NDPL) and Bombay Suburban Electric Supply Limited (BSES). Private contractors will be sensitized to ensure quick garbage removal, particularly during the rainy season to prevent foul odors from putrefaction.

MCD also plans to inspect old barrels handling combined drainage to avoid any incidents due to their settlement. The Commissioner stressed the need for immediate improvement of urinals and toilets that are in poor condition.

On Wednesday, the MCD Commissioner met 28 UPSC aspirants at the agency's headquarters following protests over the student deaths. He engaged in a detailed discussion and assured the students their grievances would be properly addressed. (ANI)
