The Islamic Corporation for the Development of the Private Sector (ICD) has entered into a pioneering Public-Private Partnership (PPP) agreement to co-finance the Kokshetau Hospital Project in Kazakhstan with a commitment of €40 million. The project is a first of its kind for ICD’s PPP financing in Kazakhstan and represents Central Asia’s inaugural healthcare PPP initiative. Envisioned as a modern healthcare facility, the hospital will cover an area of 110,000 m² and will provide services to over 730,000 residents in Kokshetau and the surrounding Akmola region.
The total project financing amounts to approximately €365 million, supported by an international consortium including the European Bank for Reconstruction and Development (EBRD), the Asian Infrastructure Investment Bank (AIIB), the German Investment Corporation (DEG), Proparco (a subsidiary of Agence Française de Développement), and the Development Bank of Kazakhstan (DBK). This coalition of partners underscores the strategic importance of the project, which aims to improve healthcare standards and infrastructure across Kazakhstan and serves as a model for future projects in Central Asia.
Digital Innovation and Sustainable Development
Under the PPP agreement, the private partner will be responsible for maintaining the facility and will implement a 24-hour hospital information management system (HIMS), setting a digital benchmark for Kazakhstan’s healthcare sector. The hospital operations will be managed by Turar Healthcare, a state-owned, non-profit entity tasked with delivering high-quality medical services to the community. The HIMS will streamline patient data, scheduling, and treatment management, promoting a digital transformation within the healthcare infrastructure in Kazakhstan.
The hospital’s design also emphasizes sustainability and energy efficiency. The project is aiming for both a “Silver” rating in Leadership in Energy and Environmental Design (LEED) and an EDGE certification, which highlights water and energy conservation. By prioritizing sustainable building practices, the hospital project aligns with international green building standards and aims to minimize environmental impact.
