The Dutch government on Friday announced an expansion of export licensing requirements for ASML tools, reclaiming oversight previously held by the United States. This decision aligns the export policies of the two nations.

The United States had individually regulated these tools to limit Chinese chipmakers' access to advanced technology, aiming to curb Beijing's technological and military growth. However, ASML stated that earnings would remain unaffected by this shift in oversight.

"I'm making this decision for our safety," said Dutch Trade Minister Reinette Klever, emphasizing the increased safety risks posed by technological advancements. The move is also expected to ease political tension between the U.S. and Netherlands.

The machinery in question includes ASML's 1970i and 1980i DUV immersion lithography tools. The Dutch government had already restricted shipments of ASML's top EUV tools to China and imposed license requirements for other DUV tools since September 2023.

In October 2023, the U.S. imposed further restrictions on ASML's shipment of the 1970i and 1980i tools, citing the inclusion of U.S. parts. This unilateral decision prompted parliamentary concerns in the Netherlands about national sovereignty. ASML has faced challenges complying with the separate licensing requirements from both nations.
