Sport & Recreation Minister Chris Bishop has directed Sport NZ to review and update its Guiding Principles for the Inclusion of Transgender People in Community Sport, which were initially published in 2022.
“The Guiding Principles, published in 2022, were intended to be a helpful guide for sporting bodies grappling with a tricky issue. They are voluntary, not mandatory,” said Bishop. These principles were designed to assist sporting organizations in creating inclusive environments, but as discussions around fairness and safety have evolved, so has the need for a review.
Growing Concerns Over Fairness and Safety
Bishop acknowledged the complexity of the issue, noting that earlier this year, he committed to keeping a close watch on the ongoing debates surrounding transgender participation in sports. As part of this effort, he consulted with various individuals and groups and sought advice from Sport NZ to ensure that all voices were considered.
The National-New Zealand First Coalition Agreement, which underpins the Government’s approach to the matter, emphasizes ensuring that publicly funded sporting bodies support fair competition. This means that rules relating to gender must not compromise the integrity of fair competition in sports.
"It is important that transgender people feel able to participate in community sport, but there are obviously difficult issues for sporting bodies to grapple with around fairness and safety as a result of that participation," Bishop explained.
Updating Guidelines to Meet Evolving Community Expectations
The Minister's request for an updated review reflects shifting public sentiment. "I have come to the view that the Guiding Principles do not reflect legitimate community expectations that sport at a community level should not just be focused on diversity, inclusion, and equity – but also prioritize fairness and safety," Bishop noted. This signals that while inclusivity remains essential, ensuring a level playing field for all participants is equally critical.
Earlier this week, Bishop reached out to Sport NZ Chief Executive Raelene Castle to ask for the guidelines to be reviewed and revised to align with these evolving priorities. He stressed that the review should consider the need for fair competition and safety in community sports while still fostering inclusivity for all participants, including transgender athletes.

It will aim to provide clearer guidance on how community sports can balance inclusivity with fairness and safety, ensuring that all participants can compete with confidence.
