The Joint Electromagnetic Board (JEMB), a pivotal subcommittee under India’s Chiefs of Staff Committee (COSC), convened its annual meeting on 13 November 2024. Presided over by Air Marshal Jeetendra Mishra, Deputy Chief of Integrated Defence Staff (Operations), the gathering brought together high-ranking officials from India’s Army, Navy, and Air Force, as well as representatives from the Defence Research and Development Organisation (DRDO), the Department of Defence Production (DDP), and key industry players.

This high-stakes meeting focused on enhancing India’s capabilities in critical areas of Electronic Warfare (EW), spectrum and signature management, and emerging technologies. Among the core agenda items were discussions on the latest advancements and strategic initiatives in EMI/EMC (Electromagnetic Interference and Compatibility), spectrum management, and human resource development tailored to India’s evolving defence landscape.

Launch of the AI-Enabled "e-Tarang System" to Modernize Spectrum Management

One of the highlights of the meeting was the launch of the cutting-edge "e-Tarang System," an AI-enabled platform designed to streamline and automate defence spectrum planning and management. Developed in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N), this advanced software tool promises to enhance operational efficiency in both wartime and peacetime by optimizing the use of higher frequency bands and minimizing interference. The AI capabilities of the e-Tarang System are set to support rapid decision-making, thereby allowing seamless integration of newer technologies critical for modern defence applications.

Release of the Technical News Letter (TNL) 2024

In addition to unveiling the e-Tarang System, the meeting saw the release of the Technical News Letter (TNL) 2024, a publication prepared by the Joint Communications and Electronic Staff (JCES) under HQ IDS. The TNL 2024 outlines anticipated technological trends and innovations with the potential to reshape the future of modern warfare. Contributions from each of the three Services were integral to this document, which serves as a strategic reference for defence personnel involved in electronic warfare and spectrum management.

Emphasis on Synergy and Joint Training Initiatives in Electronic Warfare

The meeting’s discussions underscored the importance of synergy across the three Services in EW operations. Air Marshal Mishra delivered a Special Address, highlighting the necessity of integrating EW assets across the Army, Navy, and Air Force. He praised the Services for their collaboration on India’s first joint EW exercise, conducted in September 2024. The exercise, which embodied the theme "Victory through Jointness," demonstrated India’s commitment to unified action in electronic warfare.

Roadmap for Future Capabilities and Technology Development

To further build upon these advancements, the JEMB emphasized the importance of establishing a roadmap for continued progress in spectrum warfare and other EW-related areas. Discussions addressed future training and technology development priorities, aiming to align India’s defence capabilities with the latest advancements in electronic warfare and related domains. This meeting set forth strategic goals intended to foster a cohesive and technologically advanced approach to electronic defence, ensuring India’s readiness to meet emerging threats.
