The International Atomic Energy Agency (IAEA) has completed its first independent review of its internal radiation safety regulatory framework, confirming the robustness of its system while highlighting opportunities for further enhancement. Conducted by the Integrated Regulatory Review Service (IRRS) mission, the review took place from September 30 to October 9 and covered all core areas of radiation safety, waste safety, emergency preparedness, transport, and the interface with nuclear security.

This unprecedented review, requested by IAEA Director General Rafael Mariano Grossi, underscores the IAEA's commitment to continuous improvement in radiation safety. It is the first time an IRRS mission has been conducted on an organization that is not a Member State, a move recognized as a model of best practice by the IRRS team.

"Radiation safety demands unwavering vigilance and preparedness," said Director General Grossi. "By initiating this mission, the IAEA is leading by example, applying best safety practices and openly addressing any areas for improvement."

The review highlighted several key findings and recommendations:

Development of a comprehensive safety policy: The IAEA was encouraged to tailor its safety strategies to align with its specific operations.

Resource review: The IAEA’s regulator should ensure sufficient human and financial resources for continued excellence in its safety oversight.

Formalizing regulatory independence: The review advised formalizing mechanisms to maintain regulatory independence.

Event assessment: The IAEA was urged to assess radiation-related events using the International Nuclear and Radiological Event Scale (INES) and report those above Level 2 to Member States.

Carl-Magnus Larsson, leader of the IRRS team, praised the IAEA’s proactive approach, noting, "This unique peer review system goes beyond what is required and serves as a replicable model for other organizations."

The final report, expected in three months, will detail further recommendations aimed at strengthening the IAEA's safety framework. This review demonstrates the Agency’s leadership in upholding and promoting international safety standards, as echoed by Deputy Director General Lydie Evrard: "These recommendations will help us to further enhance our regulatory framework and improve safety performance."

The IAEA’s safety standards provide a global reference for protecting people and the environment from ionizing radiation, emphasizing the importance of such comprehensive reviews for maintaining regulatory excellence.
