Modi is scheduled to speak in Chaibasa and Garhwa on November 4, while Shah will precede him with three public meetings on November 3.
Union minister Shivraj Singh Chouhan, BJP's election in-charge for Jharkhand, expressed a dire need for change, citing a stalled development and deteriorating law and order under the JMM-Congress regime.
