Last month, Budapest expanded its 'national card' immigration program to Russians and Belarusians, triggering alarm among EU officials. They fear Russia could exploit the program to infiltrate the EU's border-free Schengen zone with saboteurs and spies.
The concerns reflect broader tensions between EU leaders and Hungarian Prime Minister Viktor Orban, who has maintained a close relationship with Moscow despite the ongoing conflict in Ukraine. The national card allows holders to work in Hungary without special security clearance and to bring their families along.
The National Card will be issued in accordance with the EU framework while considering the potential security risks, Interior Minister Sandor Pinter stated in a letter. Pinter reiterated that Hungarian legislation has not changed and complies with EU regulations. He also mentioned an annex with detailed responses to EU internal affairs chief Ylva Johansson, who warned Hungary about the security risks and threatened action if concerns were not addressed.
