The UK’s Financial Conduct Authority (FCA) has launched an investigation into PayPal, Mastercard, and Visa for alleged anti-competitive practices related to PayPal's digital wallet. This investigation marks a rare intervention by the FCA in the competitive dynamics of financial services.
The FCA announced that no conclusions have been drawn yet, after being notified by PayPal in March about the inquiry into its contracts with Mastercard and Visa. Both Mastercard and Visa confirmed their cooperation with the FCA, and detailed information has been requested regarding their agreements with PayPal.
The use of digital wallets has significantly increased in the UK, rising from 8% to 29% by 2023. According to the FCA and the Payment Systems Regulator, the growing demand necessitates better competition among providers to spur innovation. The Competition and Markets Authority is also examining these concerns within mobile ecosystems, as it continues to monitor the fairness and interoperability of digital wallet services.
