DoPPW Hosts Insightful Session Reflecting on Karmayogi Jan Sewa Programme Impact

In a significant stride towards promoting citizen-centric governance and continuous administrative reform, the Department of Pension & Pensioners’ Welfare (DoPPW), in collaboration with the Capacity Building Commission (CBC), successfully organized a comprehensive reflection session on the Rashtriya Karmayogi Jan Sewa Programme at the Civil Services Officers’ Institute (CSOI), K.G. Marg, New Delhi on March 27, 2025.
This landmark session aimed to evaluate the tangible outcomes and transformative impact of the nationwide programme while reinforcing the foundational values of empathy, service orientation, and excellence among government functionaries. Designed to foster a fundamental shift in the bureaucratic mindset, the Rashtriya Karmayogi Jan Sewa Programme seeks to transform government employees from mere Karamcharis (workers) to Karmayogis (dedicated public servants), instilling a deep-rooted commitment to public welfare.
Elevating Public Service through Reflection and Learning
The reflection session brought together senior officials, master trainers, and administrative reformers from across key departments. The Department of Administrative Reforms and Public Grievances (DARPG) joined hands with DoPPW in presenting the key feedback and learnings gathered from the implementation of the programme.
Master trainers delivered insightful presentations on the shifts observed among officials post-training, citing noticeable enhancements in empathy, responsiveness, and service delivery standards. Participants highlighted how the initiative has fostered a culture where public servants are now more attuned to the needs of citizens, particularly pensioners.
Showcasing Impact: The Chart Exhibition and Personal Narratives
A visually engaging chart exhibition showcased major takeaways and learnings from the Karmayogi Jan Sewa training modules. Participants—many of whom were directly involved in frontline pension service delivery—shared inspiring personal stories, recounting their “Karmayogi Moments”. These moments were illustrative of the joy and meaning they derive from public service—whether it was through resolving a long-pending pension issue, helping an elderly pensioner navigate digital systems, or simply greeting beneficiaries by name.
A key highlight of the discussion was the impact of the Digital Life Certificate (DLC) Campaign, which successfully enabled over 1.60 crore pensioners to submit their life certificates online, thereby improving convenience and accessibility, particularly for senior citizens in remote areas. This was hailed as a major step in digital empowerment and e-governance.
Officials also drew attention to the rollout of Form 6A, a unified form introduced by DoPPW to simplify the retirement process. The single-form initiative has significantly reduced administrative burden and errors, ensuring a smoother and more transparent transition for retiring employees.
Acknowledging Excellence in Behavioural Reform
Dr. R. Balasubramaniam, Member (HR) of CBC, lauded DoPPW’s dedication to embracing the ethos of the Rashtriya Karmayogi Jan Sewa Programme. He commended the department for cultivating in-house master trainers and embedding behavioural reform into the very fabric of government functioning. Notably, he referred to the programme as the world’s largest behavioural training initiative, underlining its scale and transformative potential.
He further emphasized that such reflective engagements are vital for sustaining the momentum of change and promoting a cycle of learning, application, and growth within public institutions.
Leadership Reflections and Future Vision
Addressing the gathering, Shri V. Srinivas, Secretary, DoPPW, expressed deep appreciation for the CBC’s vision and leadership in curating the Karmayogi programme. He spoke passionately about the importance of “sewabhaav” (spirit of service) in governance and how such values must be cultivated at every level of administration.
He shared moving anecdotes where officials demonstrated exceptional attentiveness—such as remembering pensioners by name and providing personalized support—underscoring how such gestures make a meaningful difference in citizens’ lives. He reaffirmed that the shift from rule-based to role-based functioning is at the heart of the Karmayogi philosophy and is key to achieving excellence in governance.
Mr. Adil Zainulbhai, Chairman of CBC, added that the success of the DoPPW-led initiatives represented a “Karmayogi Moment” for the CBC itself. He praised the department’s proactive adoption of the programme’s principles and reiterated the importance of aligning administrative functions with the broader goals of national development and citizen well-being.
A Renewed Commitment to Sewabhaav
The session concluded with a collective pledge by all participating officials to internalize and practice sewabhaav in their daily work. It reaffirmed a united commitment to deliver public services with compassion, competence, and integrity—principles at the core of the Rashtriya Karmayogi Jan Sewa Programme.
As the initiative continues to gain ground across departments, it is setting a new benchmark for governance transformation, aiming not just for process efficiency but for purpose-driven public service.
