Chief of Defence Staff (CDS) General Anil Chauhan delivered a compelling and forward-looking address at the College of Defence Management (CDM), Secunderabad, where he spoke to the officers of the 20th Higher Defence Management Course (HDMC-20). His address, focused on the complex nature of contemporary security challenges and the transformative path forward, stressed that survival in modern conflict zones is no longer dictated by mere strength or traditional military might, but by adaptability, strategic foresight, and collaborative execution.

“Survival in today’s battlespace is not about being the fittest, but about those who adapt, transform, and position themselves to seize emerging opportunities,” General Chauhan remarked, setting the tone for a thought-provoking discourse on the evolution of warfare and national security management.

A Vision for Modern Warfare: Adapting to a New Strategic Landscape

The CDS addressed future strategic leaders on the urgent need to respond to the dynamically shifting global security environment shaped by emerging technologies, artificial intelligence, non-traditional threats, and rapidly evolving geopolitical rivalries. Emphasizing adaptability and resilience, he called upon officers to develop the mindset necessary to operate in a battlespace that is increasingly influenced by digital disruption, hybrid warfare, and information dominance.

He warned that the 21st-century security landscape demands more than conventional tactics—it requires agility in decision-making, visionary leadership, and a comprehensive understanding of both traditional and asymmetric threats.

Whole-of-Nation Approach and the Role of Armed Forces

Highlighting the importance of a “whole-of-nation” approach, General Chauhan underscored the necessity for multi-sectoral cooperation, where defence, diplomacy, technology, and industry converge to strengthen national security. He reiterated the pivotal role of the Indian Armed Forces in crafting a coherent and robust national security strategy, encouraging officers to look beyond the siloed frameworks of the past.

According to him, security today is a shared responsibility that must be approached with unity of purpose and synergy across all domains—land, sea, air, space, and cyber.

As part of his address, General Chauhan shed light on the ongoing transformation initiatives under the Year of Defence Reforms, with a focus on change management and institutional evolution. He elaborated on the functioning of the Department of Military Affairs (DMA), the nodal agency driving structural reforms and enhancing jointness and integration across the three services.

He spoke about the articulation of Vision 2047, a long-term roadmap aligned with India’s centenary of independence, which aims to elevate India’s defence capabilities and strategic autonomy. The vision includes initiatives such as the finalisation of the Integrated Capability Development Plan (ICDP), establishment of joint doctrines, and streamlining defence and military policies to create an agile and future-ready force.

He further discussed the emphasis placed on Atmanirbharta (self-reliance) in defence manufacturing, encouraging indigenization and reducing dependency on foreign platforms and technologies. The DMA's efforts in promoting home-grown innovation, strategic partnerships with industry, and modernisation through indigenous platforms reflect a broader push towards national resilience and sovereignty in defence production.

During his visit, General Chauhan interacted with faculty members, domestic officers, and international participants attending the course. He shared insights on the importance of innovation, experimentation, and institutional collaboration, especially within defence educational and training establishments.

He praised CDM’s role as a premier institution in imparting management education to military leaders and acknowledged its contribution in shaping strategic thought among senior defence officers.
