At the inaugural Delhi Defence Dialogue (DDD) held on November 12, 2024, Defence Minister Rajnath Singh outlined the Modi government’s vision for an “Adaptive Defence” strategy. Addressing policymakers, defence experts, and global dignitaries at the event organized by the Manohar Parrikar Institute for Defence Studies and Analyses (MP-IDSA), the minister emphasized the need for constant evolution in defence capabilities to counter the swiftly changing global security landscape.

Adaptive Defence: Proactive Strategy for Modern Warfare

According to Shri Singh, “Adaptive Defence” is essential in an era where both traditional and hybrid warfare tactics coexist. Rather than simply reacting to threats, the strategy requires anticipating future challenges and preparing proactively. Key pillars of this approach include situational awareness, flexibility at all command levels, resilience, and the adoption of advanced technologies, such as artificial intelligence, drones, and cybersecurity measures. Singh emphasized that building adaptability across the Armed Forces is critical to protecting India’s borders, economy, and future.

Meeting Modern Security Challenges in a Hybrid Warfare Landscape

Shri Singh explained that India faces diverse security challenges, ranging from traditional border concerns to hybrid threats like cyberattacks, terrorism, and information warfare. He highlighted the government’s commitment to an adaptive defence model, which incorporates strategic initiatives such as creating the Chief of Defence Staff position, enhancing jointness among military branches, modernizing training programs, and establishing global defence partnerships.

The Raksha Mantri expressed concerns over “Grey Zone” warfare tactics, including misinformation and psychological operations, which are increasingly being weaponized in the digital era. He reaffirmed the government’s intent to deploy robust adaptive strategies against these forms of warfare to safeguard national security.

Technological Advancements in Defence and ‘Make in India’

With India aspiring to become a global hub for drone technology, Rajnath Singh announced several initiatives to expand domestic research and development in this field. Government programs like the Innovations for Defence Excellence (iDEX) and ADITI aim to stimulate indigenous innovation and intellectual property development. He praised successes like the Light Combat Aircraft ‘Tejas,’ INS Vikrant, and DRDO’s missile systems as examples of the "Make in India" vision transforming India’s defence manufacturing capabilities.

Singh also announced that India’s defence exports have surged, with items reaching over 100 countries, including major markets like the USA, France, and Armenia. The nation is on track to achieve its target of ₹50,000 crore in defence exports by 2029, furthering India’s economic growth and self-reliance in defence.

Call for Global Collaboration and Shared Defence Solutions

The Raksha Mantri emphasized the importance of international collaboration to tackle the complexities of modern defence issues, which involve not only nation-states but also non-state actors. He underscored that effective defence strategies must extend beyond national boundaries, citing cyberspace, artificial intelligence, and quantum technologies as areas where collaboration and shared expertise can greatly enhance security. Rajnath Singh suggested that DDD will promote joint R&D, co-production, and defence investments as part of India's open approach to partnerships.

DDD: A Platform for Forward-Looking Defence Policies

The Delhi Defence Dialogue, MP-IDSA’s flagship platform, addresses the evolving dynamics of modern warfare by fostering dialogue among national and international defence stakeholders. As a critical forum, DDD supports the exchange of perspectives and best practices, facilitating a comprehensive defence strategy that goes beyond addressing current threats to include proactive measures for emerging challenges.

Notable attendees included DG MP-IDSA Ambassador Sujan R Chinoy, Vice-Chief of the Air Staff Air Marshal SP Dharkar, as well as senior civil and military leaders from India and abroad. Shri Rajnath Singh expressed confidence that DDD would foster a collaborative approach, paving the way for innovative defence policies and strategies to enhance India’s security in a globalized defence environment.
