On November 11, 2024, Smt. Sumita Dawra, Secretary of the Ministry of Labour & Employment (MoLE), chaired a hybrid review meeting to assess the functions and performance of the Office of the Chief Labour Commissioner (Central). Attendees included senior officials, such as Shri Alok Chandra, Senior Labour and Employment Advisor; Shri K. Sekhar, Chief Labour Commissioner (Central); and various field officers like Deputy Chief Labour Commissioners (Central), Regional Labour Commissioners, Assistant Labour Commissioners, and Labour Enforcement Officers.
Focus on Industrial Disputes, Claim Cases, and Inspections
The review highlighted three key performance areas for field offices: the status of pending industrial disputes, resolution of claim cases, and inspection reporting through the Shram Suvidha Portal (SSP). With industrial disputes often impacting both workers’ rights and business stability, the Secretary called for focused and expedited action to reduce case backlogs. Field offices with low pendency rates and efficient case handling were commended, while those with higher backlogs were asked to provide explanations and implement immediate remedial measures.
Timely Disposal of Cases to Enhance Labour Welfare and Business Attractiveness
Smt. Dawra emphasized the importance of swiftly addressing industrial disputes to create a conducive business environment in India. By reducing the number of unresolved cases, the Ministry aims to enhance the country’s investment appeal and, in turn, promote economic growth and job creation. The Secretary underscored that the swift resolution of labour disputes aligns with India's vision of “Viksit Bharat@2047,” which seeks to establish the nation as a global economic powerhouse.
The Secretary also prioritized the prompt resolution of pending claim cases to uphold workers’ rights, directing field offices to evaluate and address factors causing delays. The Ministry seeks to alleviate workers’ hardships by ensuring that field offices operate with strategic planning and take corrective steps to prevent prolonged case backlogs.
Regular Monitoring and Team-Building Initiatives
To strengthen performance accountability, the Ministry will initiate weekly reviews of field office progress. Secretary Dawra encouraged officials to work collaboratively, fostering team unity to enhance efficiency and labour welfare outcomes across regions.
The Ministry reiterated its commitment to building a transparent and effective labour system, where proactive measures reduce conflict and create a more investment-friendly climate.
