Justice Minister Paul Goldsmith has announced the appointment of the Honourable Denis Clifford as the new Chief Commissioner of New Zealand’s Criminal Cases Review Commission (CCRC). With a distinguished background as a judge of the Court of Appeal and High Court and as a former partner at Buddle Findlay, Hon. Clifford brings extensive expertise in both commercial and public law.

“Hon Clifford’s experience will be invaluable to the Commission,” said Minister Goldsmith. “His background in legal practice and policy, as well as his prior role as Legal Advisor in the Department of the Prime Minister and Cabinet, provides him with a deep understanding of both judicial processes and public sector governance.”

The new appointments to the CCRC also include Suzanne Robertson KC and Emma Finlayson-Davis, with Professor Tracy McIntosh being reappointed to the Commission. Minister Goldsmith expressed gratitude to the outgoing Chief Commissioner Colin Carruthers KC, along with Commissioners Nigel Hampton KC and Dr. Virginia Hope for their contributions to the CCRC’s work.

The incoming appointees will begin their roles on 2 December 2024. The appointments reflect the Government’s commitment to reinforcing the Commission’s role in ensuring fair review processes for individuals seeking redress in cases of potential wrongful conviction.
