India cannot achieve the status of a developed nation, or Viksit Bharat, by 2047 without focusing on the development of its hinterland, said CAG Girish Chandra Murmu on Tuesday.

Murmu noted that the decentralization of power has not reached the desired extent and that gram sabhas and rural bodies are yet to receive their due importance within the federal structure.

Highlighting the importance of grassroots development, he explained that with more than 50% of India's population residing in rural areas, local governance, development, and resource augmentation are critical to reaching the Viksit Bharat goal. He echoed the Prime Minister's advocacy for Jan Bhagidari, emphasizing collective effort.

India has approximately 2,60,000 panchayats and 7,000 urban local bodies whose strengthening is crucial for the efficient execution of government schemes, he stated. Murmu added that achieving Sustainable Development Goals (SDGs) hinges on reinforcing local bodies, stressing the roles of accounting and auditing in facilitating fund flows and ensuring transparency.

He cautioned that urban local bodies, particularly municipal corporations, should not be allowed to raise market resources unless proper accounting norms are followed. The CAG urged state governments to focus on capacity building to adhere to accounting and audit standards for local bodies.

Murmu concluded that auditing fosters transparency and enhances economic efficiency in government schemes, asserting that achievable outcomes are contingent on thorough auditing practices.
