Russian state spending on national defence will see a 25% increase in 2025, climbing to 13.5 trillion roubles ($145.32 billion) from 10.8 trillion roubles in 2024, according to draft state budget documents released on Monday.

This significant increase means defence expenditure will represent 32% of the total budget outlay for 2025, which totals 41.5 trillion roubles. Russian Finance Minister Anton Siluanov has emphasized that the requirements for what Moscow terms its 'special military operation' in Ukraine, along with military support, remain top budget priorities.

Defence spending is projected to decrease to 12.8 trillion roubles in 2026. Approximately 10% of this defence budget will be allocated to payments for military personnel. (Conversion rate: $1 = 92.9000 roubles)
